Patch release that adds the remote-control pair subcommand for generating short-lived manual pairing codes.

Under the hood

Added the agent-graph-store crate and supporting modules for agent graph persistence.
Introduced network proxy credential broker configuration via the new environment variables CODEX_NETWORK_PROXY_BROKERED_CREDENTIALS, CODEX_NETWORK_PROXY_BROKERED_CREDENTIALSGH_HOST, and CODEX_NETWORK_PROXY_CREDENTIAL_BROKER_ACTIVE.
Added the chatgpt_base_url configuration key.
Updated shell completions for bash, fish, and zsh to expose the new pair subcommand and its options.
