Cloud Agents

New: Cloud Agent Builds — Docs for starting agents from pre-built, verified environments. Builds prepare repos, tools, and dependencies in the background so agents start ready to work. Covers enabling Builds, lifecycle, and how install / start / terminals commands map to Build vs agent start.
Setup & settings — Environment setup and settings now describe Builds (including the Builds tab: logs, trigger/pin active Build, start from a specific Build). Install scripts run during Builds instead of delaying each agent start.
Agent tools — Documented new environment/Build tools: list-environment-builds, environment-build-logs, trigger-environment-build, propose-environment-json, take-environment-snapshot, check-environment-snapshot, and request-environment-setup-actions.
